Is it possible to block a player so to not play with again? I blocked one player but I was put on a game with him again, it seems that the only effect of blocking was to have his messages on the chat (optionally) obscured.

I could even play with blocked players, but I would like at least that they could not write messages on the game chat.

You can't block players from showing up in QM, ladders and other places, but they won't be able to join your games and you won't see their advertised games either

If blocking a player does not prevent him at least from writing messages in QM chat, then it is almost useless.

they are, it will also prevent you from reading what they might say on global chat (without you having the option to reed it as in game chat), and they won't be able to send you tournament invites.

If you run into offensive players on QM, the only way to stop that is to report them.

They will probably get a few warnings first, and eventually get banned from the game.

Unfortunately the hardest punishment is a temporary suspension. So could be he has been banned a few days already, but comes back every time and continues.
