He may have received a warning. It's likely he hasn't been reported very often for disrespectful behavior.

You should report it. Not post on the forum, as that doesn't really do anything. Also, game link? A picture like this is not helpful, I bet many players are named Andrew. Also could be faked etc.

I checked and nobody has reported him. If your "friend" told you they reported him, they lied. This chat definitely crosses the line and action will be taken, but someone must report them, not post to the forum.
