I wanted to take a different spin on things. My template focuses on Local Deployments. You cannot pick any of the bonuses, so it is also big on picking strategy and how to access the income (manufacturing centers on my map). You have 0 base income (with a +2 card to help you get started on income), so you must be very wise with your moves. I think it is a fun and very different way to play, which is what I think Sze was going for with this contest (something outside the box like his Limited Full Distribution):

all negative bonus so you have to use the extra armies for every 2 territories to expand without taking a bonus or take the risk and go for big bonus. 60% def to make choke points not that easy to defend. Light fog.
dont have more time to test it so feel free to modify and improve it. maybe not that strategic but its fun.

Hello. The template I'd like to present was invented by me primarily for 3-4-5 players FFA's and it worked exceptionally well in such games (in my opinion ate least:P). I've been working on it's conception for few months (with the great help of Mr.Tranquex). Here are some links to played games (this two games differ in the strenght of blockade card):

Of course this contest is aimed for 1v1 so here is my proposition which is the conversion of previous templates to 1v1 (map was changed to smaller one, number of initially distributted territories was slightly increased and recoinessance card was removed):

What is the mian thought behind this template?

Each player is given some random territories (in this case 12) out of which he can only develop 1 or maximally 2. How it is achieved:

-base income is reduced to 1
-players territories start with one troop only
-neutral territories are valued 3 (2 for non-used in-distribution territories)
-random warlords distribution prevents stacking initial picks on single bonus

This makes players' resources very short, however each player is also given 2 tiers of income boost. First one is given on 2nd turn (8 income) and it comes from 3 sanctions cards with negative -1 multiplayer (they increase the income) which are given at the start of the game and are supposed to be played on their owner. After player receives this one-time boost (sanctions last only for one turn) he must choose which of his randomly given territories is most promissing to invest and then allocate there his resourcesin in order to conquer at least one territory which would allow him to recive his 2nd income boost next turn (reinforcement card valued 16). This reinforce card is the 2nd and the last-one income boost given in the game so players have to invest it wisely to complete at least one bonus and develop their own income. What is important - at the start of the game every player is also given spy cards (one for each opponent) which last for 2 turns, therfore he can see which territories were randomly assigned to his opponents and guess which of them may be potentialy picked by his enemy to develop (on 2nd turn). Also on 3rd turn he is informed in which territory his enemy (or enemies in FFA's) has invested it's 1st income boost and based on that player can make some corrections and decide to invest his 2nd tier of income (from reinforcement card) somewhere else (this issue is especially valued when the number of players is greater than 2 by allowing players to omit starting in close proximity to others, however I can see potential advantages of it also in 1v1 games). Take in mind that spy cards only work for 2 turns so players never know where the main bulk of income (+16 from 2nd tier) was invested by their opponents.

-This template uses "Local Deplyment" therefore after choosing in which territories to invest, players will not be able to develop others (base income is only 1 and the rest of income must be spent locally). This is very important beacuse although initial territories are picked randomly, the game is based only on 1-2 starting positions which are picked manually (by allocating resources) so the game is "manual" in practice (trust me - it works)

-Card limit is 0 (it was nescessary to implement 2 tiers of income boost) however players are regullarry given blockade cards (valued for 300%) (in original templates designed for >2 players there are also given recoinessance cards to help developing strategy against gretaer number of enemies, however I decided to scrap them in 1v1)

-Rest of settings is rather satandard (cyclic, 0% luck, straight round)

-In general, what this template does is that it combines what is best in "random" and "manual" distributions: even if the map used have some "sweet spots" the random part prevents players from picking them every game which makes each game unique. The "manual" part of this template eliminates most randomness and makes the game equal (It is very probable that every player will be given at least one good territory in his random pool. Since all players can develop only 1 (or maximally 2) territories this means that all participants start the game from good position, and if some players receive more "good" territores than others in thier random pool, thay will note have much benefit form it)

p.s - in fact I am slowly preparing to create "UserVoice" topic with this distribuion (I call it "hybrid" as it merges both manual and random distributions) in order to try to convince Fizzer to incorporate it to WL (basically it would be much changed from what was presented here and would not require LD - host of the game would only have to set the number of territories which are randomly given to every player and the number of territories which every player can retain manually from that initial random pool (like random-9, manual-3 meaning every player is given 9 random territories from which he can manually pick 3), after that the remaining territories would turn back to neutral so there would be no need to implement Local Deployment in order to prevent players from developin them. The theory here is that it keeps Normal Fog, but with a lot of wastelands, you can predict where they are pretty easily. This template has a bias towards smaller bonuses, with an income of 2 and starting armies of 7.

Georgia 2x Army Cap

This is effectively a completely different game mode and requires a different way of thinking about deployment and leftovers.

General Idea

There is an army cap, which is set at 2x a player's income. This means that players have to be very careful about where they let stacks end up. The other thing that changes is that instead of conserving leftovers, players actively want to discard them, since they count towards the cap and may constrain deployment of armies in more useful places the subsequent turn.

Cards

Reinforcement for +5 in 4 pieces (Starts with 4 pieces)
Gift (starts with 1, but don't receive any more)
Bomb in 6 pieces (starts with 2 pieces)
Blockade for 200% (Starts with 30 cards)

Initial Distribution
The distribution is set by random wastelands of 2 over random cites. This is so that it's not possible to have an entire bonus in-distribution, but the 36 wastelands reduce the number of pickable spots so that the template has variety each time.

Players pick 5 starts, and each start has only 1 army, so you have maximal flexibility on turn 1. With 5 starts, 5 base income, and a +5 card, you start with 10 armies to deploy on turn 1.

Notes

The blockade card is so that players can get rid of territories (and armies) that they don't want to help stay under the cap. It's at 200%, so that a blockade of 1 army is indistinguishable from a regular neutral. The bomb makes big stacks an even bigger liability than they already were, since in addition to limiting deployment on the next turn (if you're at the cap) they are targets for bombs. The gift is a very situational card, but it can be used to give an opponent a large stack in a useless location, limiting their deployment.

All bonuses are valued at N-1 where N is the # of territories, so that bigger (and less defensible) bonuses are more valuable.
