Alternatively, create a forum with prereqs (<20% boot rate, at least 100 games played, etc.). That way trolls won't be able to do much unless they get better at the game, and the old fora would still remain as they are.

I think that it would be interesting option to create forum threads with prereq. You can read it, but you can't post in it, unless you meet the prereq. It could even use the same system as for creating games.

Other option would be to enable posting/creating new threads depending on your lvl (it's not a best filter, but it is a good compromise).
For example posting would be unlocable on lvl 5 or so. and every couple of lvls you should be able to create new threads more often (like 10th lvl 1 per week, 20th lvl 1 per day, 30th, 40th, 2, 3 per day or so..)
Only "help" forum should be excluded from restrictions.

This is absurd. Most of my trolling, while sometimes disturbing, never seriously condones violence. Mine is meant to be for comedic purposes, and I don't actually hate or even dislike anyone who has ever argued with me on the forum. It's saddens me that I've been put on the same level of evil as someone who claimed the holocaust didn't happen.

Right, I've seen the problems and have put my solutions in place.

Most people are cowardly to not troll with their main accounts...

So... Up the unlockable level to be able to post on forums.

Also... I keep getting the feeling people want to design the forums to content their interesting in...

Only delete posts that are 100% obv to be trolly for e.g "gays should be killed" "blacks should be killed"...

But leave the posts where there is reason behind it... Sounds stupid but lets face it people are allowed to have an opinion if there is logical thinking.

My second solution, Let players rate each other reputation.

Out of 5 stars... If it has a continued rating of 1 star, the player should be banned.. Solves many problems...
