"Boot rate, rep rate, unlockables". All these have their faults. You can not mend a system with a fix while the fix itself has a workaround. Multiple accounts can be created in seconds, lottery games offer level 50 less than a day. And the rep system only offers Trolls more ways to fool around here, starting from blocking Mods and maybe even Fizzer from forum :)

I believe even Greeks and Romans understood that Forums need moderation! And so it has been any any other Forum in political terms or in WWW community. By blocking decent new players from asking questions, having day limit, level limit etc... is not a solution to problem but just creating fictive "nanny" system. If a Troll wants, as he does not have much to do with his time, he would even nolife the prerequsites just to get his first and last lolicon or hate speech uploaded.

My preferrable options

• Stronger Moderation
  
• Restricted Sections for Verified players
  
• Probation Time like the Help forum or introductions section so Trolls can have their corner as well current OffTopic
  
• Faster and cumulative Bans - Where moderator can ban a player from forums for X days (In premise that WL forum would have strickter rules). And cumulative in sense of multiple rule breaking!

So if one can´t pass the "Newbie" sections, at least General Forum, Map dev, Clan, Ladder would be clear from spam. If one passes and launches his Troll-fest - obvious ban without warning from moderation: no need to wait Fizzer approval.
If you really wan´t rate each other, go to Tinder or F***Book etc. And I really would like to see the chart of 100% Troll post, 99% troll post down to 0.1% and 0% of Troll post Guidebook for WL Forum moderation office. Every post that is worthless or in form of "+1, Upvote, I agree" and etc is simply a waste of space and insignificance in sense of discussion.
If you really want to help, start from reading beforehand Internet Etiquette and "How to use Forum" basics! As long as Forum (I mean this one) is someones social life board and mere personal opinions, which has no relevancy and can´t be eradicated from the discussion, no Unlockable or boot rate would do much good. If logic would be applied then problems are solved from root-source and not from outcome-outputs.
Rep system works best in form of StackExchange forums (more of asking questions and answers), but not simply in Discussion forums like WL is.

Unfortunately Fizz seems to have massive trust issues so I don't see it happening any time soon.

Can't see the point in a boot rate filter. It's not hard to make an alt and level it. As long as Adblock+ is off levelling is pretty fast.

You don't even have to allow for mod deletion. The problem with a deletion is that you lose transparency. What you need is a trash bin forum that is not seen by anyone but admins/mods (call it whatever you want), where you can move individual posts to. Then they still exist in case admins want to review them. This is better for two reasons

1) you avoid an argument over what was actually said (if you delete/edit the content, the original is lost)

2) you allow an admin to take action on the content (it is still there for them to see)

That's what I was getting at with the "Troll/Spam" forum suggestion. It would also give trolls/etc. a place to congregate. It would also create a queue of content for admin review, as you pointed out.
