zxctycxz, even in diplomacy games, too unbalanced bonuses don't work well as it means countries almost completely focus on Europe which I guess is realistic. However, what it also means is that small European powers are able to expand quickly and unrealistically within Europe as they can conquer large bonuses around them. E.g. Switzerland- a relatively week country, could ally Prussia and Britain and defeat France gaining only a few territories but emmediately becomming a world power. It doesn't work as there aren't any 'peace deals' and you can annex the worlds largest country in one war. Also, you will always get unbalanced scenarios (even recomended ones) which people will abuse. Slightly reducing the territory values will still keep it realistic whilst also making it playable as something other than a very strict diplo.

Two tips, based on my own experiences: More than 500 bonuses is practically impossible, the lag will make you die of old age before you add bonus no. 501. Having many territories in two pieces? It causes rendering issues and lag spikes, I just had one when I zoomed in on the smaller Europe.
Cool idea, on the bonus values too, but don't make the same mistakes I made.

I just not fathom...how can Jamaica be worth more than Sydney? Each of the islands in the Carribean need to be 1 or 2.

Perfect plantation? They were too small to plant anything. By the way, Inner South Wales has metals and mining goodies, so that should count for something.

Yes, collectively, the islands were important. But assigning 6 for each? That makes it more than London.

Russian tsar(ina) at this time: Yekaterina II. Also, they had the Aleutian Islands, some of the southern mainland, Kodiak island and Prince of Wales Island. Look for a map for further detail.
