Clan Wars has been won for many seasons in a row by the same clan. I suggest a handicap be added for a clan that wins multiple times in a row to give more clans a shot at winning. If a clan has won 2 seasons in a row, the max points per day is reduced to 24. If the same clan has won 3 seasons in a row, the max points per day is reduced to 23, and so on. The handicap goes away once a different clan wins a season.

This actually solves nothing they would just move the players back and forth between two clans every CW season
If a clan is the best at the clan war season and you can't beat them, then you find a way to beat them rather than impose a arbitrary and pointless handicap

I don’t believe moving between clans and still getting first place rewards is that easy

I believe we are as unbiased as each other Mike. So hear me out.
Clan wars is an even fight which all clans can participate in. So in an even playing field, the clan that finishes on top should be the strongest clan. If one clan is regularly finishing on top, this is a fair reflection of that clan's strength, and is in no way unfair.
If I have understood your proposal correctly, you are advocating for an uneven playing field where the strongest clan is penalised simply for the fact that it is currently the strongest clan.

There are several handicaps already in place in CW. For example, if a clan has more than 50 members or if more than 25 members play in one day. I’m suggesting a similar fractional handicap on a clan who has won CW for more than 1 season in a row.

I am not a fan of the solution, but I like the intended goal -- a better competition.
In pro sports, they have drafts that favor weaker teams. There are minor leagues that teams use to develop talent. There are salary caps.
I wonder if it would be better to change the whole thing. Clans are for socializing. And Teams are for competing. It is a different way
Imagine if every season, players with, let's say, 50% participation or better are assigned to 10-20 teams. Or the top 10-20 players could become captains and pick their own teams from a pool of those who participate enough, similar to a pick-up game. Players with less participation get assigned to a minor league team. If they commit to more games, they could move up the next season.
You could go crazy and have teams elect a team captain that could perform trades (subject to a cap system), adjust winnings, etc. But I think that gets too time consuming and complicated at some point. People just want to have fun and compete in meaningful games.
As a side thought, maybe some individual awards would be beneficial. It would give players something else to shoot for. Team and league MVP, for instance. Or top 5% and 1%.

I think the individual awards would be a motivator for more people to participate. Perhaps based on number of wins in the CW season you could be given (as an individual) some of the rewards normally reserved for members of the #1 clan. That way if you are the only player in your clan who tries, but will of course never be able to drag your clan up the ladder by yourself, you can still participate in the top rewards.
