I struggled on this level SO MUCH when I first played it more than 5 years ago. But this level was a key learning opportunity for me and helped me to play a lot better. Absoloutely love this level for what it can teach :)
Anyway, a few tips that will allow you to beat the level.
1. Do NOT fight the boss head on. Instead, try to expand around him and take his territories where the boss unit is not located
2. Always take the territory that the boss leaves.
Once you've expanded around the boss, start deploying small stacks of 3 or so around every territory that the boss borders you. Keep in mind that you only want to do this with the boss unit, not the other territories. With the other territories, defeat him like you would with any other player. Every turn, after you have made your other moves, attack the boss territory with these small stacks of 3. The result is that the boss unit will move, leaving nothing behind on the territory that it left, and you will be able to take his territory.
Sometimes, the boss will leave some behind, but after taking every territory of the boss exept his special unit, you should limit his number of territories to at most 2, usually 1.
Then, after defeating the other AI in Europe and Asia, Focus on getting the boss. He will usually still hang around in North America. Simply use your income and perhaps those emergency blockade cards to get armies in his way to defeat the boss unit.
The key to beating the level - DO NOT FIGHT THE BOSS UNIT HEAD ON UNTIL THE END

I played World War 2320 many times, and here are tips:
1. Do not try getting the boss by just killing using the armies, get as much territory as you can in the Americas and move on to Europe and Asia. (I started by just getting most of Canada and parts of America)
2. Put at least 1 army in each state that the AI borders, lowering his HP little by little.
3. Attack him when you've gotten all of the territories in the Americas, Europe, and Asia.
(Note: This might not be good tips are they are kinda vague, but you know what I mean.)
