You could have captains vote in that sheet. Just add a column for each team and then have them rank all teams in that column. You can lock it down to a column too,

from a brief glance us east, poland 1, italy, GB 1, france 1,netherlands and brazil seems to be strongest... aus will get ripped... :/

Just to clarify, the system we are using is a bracket system, with teams ranked based on our votes? So what happens with all the teams we are not putting into pools? Are you doing that?

You'd still need to draw teams from pools, unless we ranked them all 1-32 for each captain.

Just to clarify: Are you saying the same person gets to vote multiple times, for multiple teams?

yes, bc jsa is out (Holiday), and cris could vote as captain of all 3 team.

What I am saying is that he may have a team or two in a different category. He sent them to me in an online messenger, but it didn't save the chat. So I can't be sure his would match mine, I just know they are close.

We can do nothing that require everyone voting, this has to start soon (it was suppose to start in august 1st)

I think you have two options:

1) seed all 32 teams in elimination tournaments (seed 16, then random for seeds 17-32). If you separate into groups, then you are basically not giving people outside top group a chance to win.

2) Do small RR's for each region (like world cup soccer/football), then seed in elim tourney based on results of RRs (with some teams being knocked out of elim all together based on RR). The actual Nations Cup is also RR style, so perhaps some sort of RR is in order here.

I prefer the latter method, otherwise your nations cup experience could only last 1 game, which is not a lot for all the work that has gone into this on forming teams.
