The solution is a no weird cypher. It is a usual phrase.

• Both videos are relatively similar. But some things differ. Time to compare the videos. The music is different. hmm but what is the phrase? Now the riddle actually begins. The first steps have been too simple probably.
  
  
• The riddle was announced with the blinking "!?"s. The "!?"s appear 2x in the first video.
