The European Comission does not have the power to do signifigant measures to combat the spread. They can only redirect money to soften the effects. It is up to the governments, the central ones in states like France and the substate governemts in federal countries like Catalonia and Bavaria.

AAAND USA can no longer claim they counted better than others, as they NOW have changed their counting which made apear 5k more deaths on the statistics right now.

By the way: i can compare all deaths with previous conflicts with several countries. The problem is where to draw the line? I think excluding conflicts before 1700 would be reasonable, as numbers before tend to be heavily debated.

It is commonly realised that (most of) Europe is culturally and politically similar enough to be merged into one country for classification purposes and these countries carry legal sovereignty only for old times' sake. If you'd like you could measure per-capita though.
