He surrendered but with his last hateful breath he sanctioned you first.

usually, the instant that the AI takes over, they do things their own (dumb as rocks) way...

but if the AI literally didn't comprehend what a sanctions card was, or what to do with it, then it's possible that the AI just left it in the orders...

also, if there was no AI takeover, the sanctions and all other orders would have been dismissed.

if the player submits before surrendering the ai does not submit orders for that turn, it just follows what was already done
