Luck settings are a part of the template. I generally prefer 0% SR but for ME or MME there are lots of choke points so WR makes it much more fun, strategic, and interesting.
The 2v2 ladder could be either WR or SR the main issue is the number of starting picks per player.
The 3v3 EU ladder should be 4x4 0% SR,
If it were 4x5 0% WR would be better. However I believe (as the majority of the EU community) that EU 4x4 SR is best.
I think WR makes the game richer and more complex. It won't become less strategic simply because you play on a different map. Expansion is much easier in SR than WR as you don't need to worry about 3v2 or 4v2. Offense is a bit harder since you need to think whether you should put 1 more unit to ensure you must kill all defenders and capture the territory. Those things apply universally.
For people who like risk management or more diversity, I think WR is the way to go. For people who wants to keep things simpler or make expansion faster or care about absolute fairness, SR is the way to go.
I still fail to see why one would prefer WR in one ladder, but SR in another. I would like to hear more about their opinions on this.
