Just because Switzerland has prepared for the apocalypse, by making a nuclear bunkers capable of holding the entire population, and having mandatory military service, doesn't mean they're cowards. They're just well prepared and organised.

It makes sense for Switzerland to have a conscription. Just because they are the king of neutrality doesn't mean they don't have an army, the reason why countries don't attack them is because they're so well prepared. They can block their mountain passes and tunnels whenever they need to, activate all their defenses, get the bunkers advertised, and have a huge military in no time. Hitler hated Switzerland, he said that they were "a pimple on the face of Europe", and he was going to invade them, like all the other countries that he violated their neutrality, but it would be pointless, and he would lose more than he would gain out of it.
