Like to create a game where it's random drop on 25 spots I pick in costumes. Have 3/4 players that gets 3 spots to start. The ideal is not a bad drop. The spots you get will start with 25 men but the spots that don't get taken stay at 0. Is this possible? Thanks CP

I was about to comment about these settings below, but it appears that those settings get removed when you use a custom scenario... :(

Yes. The settings you are looking for are random distribution (along with full distribution) with 25 picks per player, 3/4 player FFA, 25 armies per starting territory and 0 armies per neutral. You essentially already know everything, you're just missing the right "vocabulary" which I just gave you. I'm not sure what you mean with costumes, though. As for "bad drop", you cannot influence that if you want random distribution, except if you use a map with a built-in custom distribution mode.

(@JK: My understanding is he doesn't want a custom scenario, because he said "random drop".)

I read it as: he picks 25 starting spots in the custom scenario designer a fair distance apart, and then players randomly get 3 of those to start in.

Which you can do using the settings below, but then you lose control over how many armies are in the neutrals.

EDIT: Apparently you cannot have auto distribution within slots, so it looks like you need manual distribution too then.

I do random drop all the time in custom Scenario. It's a big map and just trying to make it so you don't get a drop in no where land. Be nice to hand pick say 25 spots that good stops for the map. Players get 3 spots to start with so there will be some that don't get filled. Have tried a few times now and does not feel like something you can do because of how the letters work when making a custom map.
