Like many have said already... to have a handful of diverse WarLight members (players) to be able to regularly or at the very least semi-regularly read forum posts and flag or move comments and/or threads that do not belong where they are placed or are offensive would be invaluable. There is nothing stopping my from creating an off-topic thread in the map development section. I think that would be a fantastic start.
In response to the original question though, I think these same people would be able to moderate reports such as these. From my understanding, as of right now it is only Fizzer and Mercer that go through reports, which I assume pile up due to the multitude of people that love this site, and the natural conflict of open chat "war" games. Having a collective group that could deal with these simple issues would make everything get done faster and in my mind, make the WarLight community closer and stronger.
Someone else said something about using alts to troll. While the verification of email accounts is a thing, it is broken. It does not require it to be a valid email address or even verified at any point. It is just an additional feature. I think this needs to change and having your email attached to an account gives the idea of more responsibility. Yes, you can still create another email but I don't think there is any foolproof way around this issue. The current system just has too many important flaws.

Honestly, I just wish people would be more mature on threads like this one. Blacklisting can only do so much, they ca still join common games etc.

yes get mods for christ's sake. i've never seen a forum with this many posters without any mods. i have rarely seen a post get moved to off topic, and maybe a couple of things get deleted by fizzer or mercer here and there, but 2 people can only do so much (and i would rather have fizzer spend his warlight time on fixing stuff or adding new features)(or taking a vacation or something).
hiding mature content might mask the problem, but i don't think it is a problem that can be fixed anyway. you could be more hardcore about banning people or verifying emails, but so much stuff will still slip through the cracks. a lot of people are on here to troll, and if someone gets mad (say, for getting banned) it is still easy enough to create a new email account and join again for more trolling.
i see this idea as useful as an extra protection against people seeing unwanted stuff to go along with mods, email verification, and blacklisting. maybe it's overkill if those things get implemented too, but it's still better than nothing.
and for team games, it could be as easy as the button that shows chat for blacklisted users, or maybe a button for just showing the chat for that particular game. but my guess is anyone not wanting to view content from an M player will just choose not to play with them.
