I've had it set for 3 at a time, but I'm not getting any new ones as the old ones end. What gives?

Quickmatch will not invite you to a new game while it's your turn in an existing quickmatch game. I see you've been playing pretty slow in https://www.warzone.com/MultiPlayer?GameID=34460160 so that's likely why.
