How to create Practice Tournament?

First: Create a Practice Game, the setting is under Boot & Surrender Settings.
Then create a tournament with that game. Bingo.

Is this a tutorial or a question?

A tournament will be a practice tournament as long as the template you use for it has the Practice Game setting on.

Worded differently, there is no 'practice tournament' setting, just tournaments which consist of practice games.
