I would argue that there is both good and garbage in all genres of music.
As with the other genres it seems like there is an inverse correlation between popularity and quality.

The entire concept of 'overrated' things is asinine.
When someone says something is overrated, what they really mean is that they like it less than other people do, and that they think their view is more valid than everyone else's.

There's still good new rappers that can compete with the rappers from the 90's.
It's just not the case for most of what gets radio play these days.
