To dig faster you can do one or multiple of the following:

You can speed up digs with timewarps (both the power and the artifact).

There is a Phase 4 Advancement available that reduces dig times.

Join a clan and get -30% digtimes as a Clan Wars reward

I would also advise you to go for the shortest dig possible, if you have the option to choose from multiple digsites. But keep in mind that artifacts are not everything there is, when I finish a level I usually have ~20 digsites undigged, because there simply isnt enough time in a level to dig all digsites.

In addition to that Completing the Idle Level Hardened China grants a -10% to dig time.

As of time of writing, the max digging speed increase you can get is as follows:

Digging Speed - TOTAL 64%

Composition:
Advancement x50%
Clan Reward x20%
Hardened Level Reward x10%

Each modifier is multiplied in succession. For example, two 20% discounts would be: 1.0 - 0.8 * 0.8 = 36%

The 50% Advancement is from the phase 4 advancement 'Faster Digging': Decreases time to dig for artifacts by 5%. Upgradeable to 50% in 5% increments. Current value: 50%
