Right now, game on maps with superbonuses/INSS maps using the random warlords/cities distribution modes are unplayable. The superbonuses cause additional territories to be added to the distribution. You can fix this by adding a bunch of wastelands of 2, but then the territories aren’t selected one per bonus like in warlords for example.

I think it would be a good addition to allow us to exclude certain bonuses from being part of the distribution. This would let us make any map playable on random warlords/cities, and would also allow greater customization of templates on maps where the creator couldn’t be bothered to add dist modes.

While I’m writing this, I should also mention that it would be a good addition to be able to use random warlords/cities on top of distributions from the map creator. For example, one territory from each bonus in the selected distribution would be available for picking, if stacking warlords on top of a distribution.

Distribution modes as they are generally aren’t strategic because they can’t be randomized, but I think stacking warlords/cities with pre existing distribution modes would allow for greater customization of templates, and would make distribution modes more viable in general.

This is possible using mods. I made a proof of concept for one INSS map in the past. Unfortunately, you might have to tweak it individually for every map. (It would be easy, if all INSS maps followed the same name convention (for example [Hidden], which is what some mapmakers call hidden bonuses.)

From other words this feature could also works for local deployment settings, in were you can define primary and secondary bonuses.
