Hey I would like to make a map but my computer says inkscape may have a virus attached. I would like to know if a different way like paint 3D could be made a map making system.

If you download Inkscape from its official website, there will definitely not be a virus attached. That being said, any application that can handle vectors should work for mapmaking.

like adobe illustrator?

Yes, Adobe Illustrator works.
Any vector illustration program that can assign Object ID's will work.

Inkscape is basically Adobe Illustrator but free, though.

Paint 3D will not work, because it is not a vector program.
