There is a plugin like that, called CheerpX. What the plugin does is it compiled the entire Flash Player into a WebAssembly executable that you can run in the browser, just like it used to do. It supports both ActionScript 2.0 and ActionScript 3.0 perfectly. The problem is, it costs a lot of money.
The bad news is, the free alternatives to CheerpX are all unreliable because they are not the original Flash Player being compiled, but emulators rewritten from scratch to mimic the Flash Player's behaviour. For example, Ruffle is currently still struggling to support AVM2 content, and so is only confident at its own ability to support AVM1 content.

I think you should just remove it nevertheless. Flash was already security issue, and any official means of running it is now blocked, so anyone attempting to run it now poses an even greater security risk than before.
Running flash on internet applications in a non adobe supported way greatly increases the risk of malware injection or hacks into your PC. Don't do this.
UJS works well on a modern, up to date PC and Browser. If people are having trouble loading it, they either have a hamster wheel of a computer or need to update their browser. You can troubleshoot this on a case by case basis if someone complains.

Warzone on Flash still works for me on Firefox, I just have to manually allow it everytime. In fact the main reason I use Firefox is because Flash doesn't work on other browsers (maybe it's just me, though). :P
Honestly I still miss some Flash features in UJS, such as setting music and effects volumes.
