Tech upgrade tree is glitching. "Purchase" never enables for "Window display on a busy street" despite having the required items to purchase it, thus it is not allowing me to acquire the upgrade. I have the prerequisite Tech Upgrade in the tree (Incentive Program) purchased already.

I noticed something similar to this - exactly as you wrote, but the "Window display on a busy street" didn't switch from the large question mark to the icon. Could not even attempt to purchase.

However, once I had bought techs further down the trunk (Price Collusion, or maybe Faster Hospital Construction), then the "Window display on a busy street" icon appeared and was available for purchase.

I'm on Reconquest 1065. I need another recipe before I can go down the tree but will try that out when I progress enough to do so. Sounds like it's mistakenly been prerequisited to the items beneath it rather than beside it. Perhaps a side effect glitch of adding the new Techs for Hospitals.

yep, this is a know bug

if you buy the first tech to upgrade hospitals, the branches above it will unlock
