I played a game in commerce on the Mediterranean standard map. One play was getting 230 a turn but played 470 new armies one turn. Triple checked the history and it definitely was a random one turn. Or sure how to post links but is this something that anyone else has run into. Not that upset more confused

Also you can store gold, so if he didn't spend the gold for 5 turns in a row (for example), he could slam down 5x the units the next turn after.

It might help if you gave us the game link. I would guess he just stored them like krinid said.
