I brought it down to 3 on first glance: Congo, Mayotte and Shinkasen. After detailed look it was no contest - Lionheart's Mayotte wins for sure!

Shinkansen is a wonderfully strategic map. So is Mayotte, but I think Shinkansen deserves the spotlight far more because it's the only good map of Japan and maps like Buccaneers Island are similar to Mayotte.
