The more complicated a map is, the longer it has to load an calculate everything that is going on. Combine that with the large amount of orders you usually get on bit maps, and it take quite a while to load and watch a turn.
Also the more that is going on, the more server capacity has to be rented/bought so that will also impose a limit on territories and bonuses.
It could also be a limitation from the WZ engine itself
