why is the time out sometimes. 3 days . sometimes 1 min

It really depends on what moderator reviews the reports or is monitoring global chat.
Some may only see you do some minor spam for the first time and give you a 5 minute timeout for spamming. Others may know how many times you have been reported for spamming in global chat, and give you a timeout for as long as they can, to keep you away for a while.

You have received so many timeouts in global chat, a couple warnings and a temporary suspension of your account. I hope you learn one way or another that spamming chat isn't 'ok' to do.

For the people wondering, at the time of writing this he is once again spamming global chat with 'ok', and just got timeout again....

If you want to not get given a timeout, don’t spam. Chat is there for chat, not anything but chatting.
