For this series of games, I would agree that including cities would result of growing income really fast, but you don't have to get rid of the commerce entirely, it's a useful option for anyone who want to deploy troops at a later time, which I liked.

Russ in Saratov (formerly Veldir) is the largest city followed closely by Volgograd in Volgograd. The southern Volga region is the richest and most densly populated of part of the empire. From our century or so of monopoly of eastern trade I'd imagine Krasandar grew into a large port city, being the main outlet of eastern goods to the western world. I'd imagine at least one large city in the northern region of the empire, probably in Yaroslavl
