I think that each city you build should be listed as a separate order, so if you later decide not to build it you can just undo that one and not have to redo all the others. I already posted in uservoice, just advertising.

Really good idea. Prevents having to remove all city making when you want to modify where you put cities or if you decided to use commerce as armies instead of a city.
