If creating a tournament with "AI surrender when only one human remains" is NOT checked,and make both boot and surrender turn into an AI things seems a bit odd.

1. How is the winner determined in such cases? (In both my tries the same player won but different player surrendered first (and become AI)).
2. Is it supposed to be allowed to create tournaments, and not have the AI instantly surrender when only one (human) player is left?

Ais only fight each other in single player, if there is only AIs left in a Multiplayer game they will vote to end. Since that's not possible in tournaments a random winner is chosen.
