There is a very easy fix to RTL that doesn't involve moderation or even modifying some (less than ideal) templates. Simply reset the ladder ratings annually.
Current problems with the RTL that would be solved with an annual reset:
- No more inflated "grandfathered" ratings occupying the top spot. Consequently,
- Ratings would all be within the same range once again, so all players have an equal chance to compete for top spots
- Ladder deflation once ratings have settled will not be as drastic as it is now (a product of multiple years of the same people playing against each other and lowering the collective average rating)
With these fixes in place, the ladder is almost guaranteed to become active and competitive again. And it doesn't require any oversight whatsoever.
The only drawback I see with this system is that the ladder would basically be dead around early- to mid-December. But a month's worth of ladder inactivity is certainly far better than a perpetually dead ladder.
Also, QM and RTL should never be combined. The RTL is a (formerly) legitimate ladder. QM is just an activity chart. The fact that you can veto unlimited templates to play only a couple templates you're strong at is enough justification to not combine the two and form a ladder around that.
