I've realised recently that one of my few weaknesses is local deployments; I hate them, mainly because I don't know the right strategy to use.
Any advice?

If you neutralise another persons bonus, thats a few territories they cant deploy in

Plan ahead to make sure you'll have enough armies to take a new bonus.

Patience and surprise.
Try to keep a certain reserve of troops to throw to the front if a an enemy breakthrou happens. Plan you own breakthrou ahead and have patience. Better stack to many than have a failed assault and gave away your plan.

So, I should not expand until I have enough armies stacked to take the bonus?

Take bonuses which can be completed in 1 or two turns tops (within reason). Otherwise you need to keep spending your initial income taking a bonus when that income is the most useful in attacking
