To a certain degree yes. But high IQ parents create strong families and take an active role in their child's education. Low IQ parents don't and so their children develop low IQ and low IQ parents and the cycle continues.

Why sterilise them? Why not simply kill them instead? Has the same effect, but is cheaper. Even the Nazis were smarter, because they used their workforce while executing their genocide. Or would you be too afraid with what you have done? If you call for an action, atleast have the balls to execute it effectively.

I am against all 5 of these steps. There may be more but the steps necessary to genocide a populace are unhealthy and once the genocide is finished the leader will use these new-found powers to hold onto power, spread corruption, and generally make the people's lives shitty.
