This is hate speech and reflects nearly all comments I've reported on these grounds:

We have a serious assimilation problem; there's a ridiculous amount of Chinese-Americans, for example, that I've encountered who still literally support the Chinese Communist Party.
We really shouldn't allow hundreds of thousands of Syrian refugees into the country. I think we'll see a rise in crime, especially rape

You get the benefit of the doubt anyway. If you're going to go the 1416-squiggles route and seemingly innocuously ask whether Africans are an inferior race or something or whether phrenology is an accurate science, go ahead. That's questionable behavior, but not hate speech unless you're on Tumblr.
