Based on what Orange said, it makes WarLight into a game of simple addition and subtraction. It would actually be better with 100% kill rates, but 99 is pretty close.

It is already add/subtract with 70%/60% kill rates.

It is the 0%SR that determines whether any luck is involved ;)
