I'd say he was, equal income, RH has a double border on MoD's 4 bonus, while MoD needs to also survive in East china and East Africa. Also RH would have got reinforcement card next turn, where as MoD was a turn behind. I think this would have toppled the streak. Poor Robin Hood, first he gets stripped of lands and titles and is sentenced an outlaw, now this.
