I know in my case, for example, once I lost my password and I quit playing 3 other times for school related reasons. Add that to the fact that I didn't know what vacations were until level ~45, my bootrate only recently got below 30%. Not that that's a valid excuse, but it's not like I've been consistently abandoning games.

If you are blacklisting him just since high boot rate, why? You can just get filters for your game to do that.
