You know how, when you change the water temperature in a shower, it takes a bit of time to adjust because you've still got some water at the previous temperature in the system? The ladder's got a similar delay- in this metaphor, your actual skill is the temperature you set but your measured skill is the temperature of the water that flows out.
You can cause it to change much faster by increasing water flow (playing more games) or changing the temperature drastically (getting much better/worse very quickly). And if that happens, then a 20-rank leap isn't unheard of.

I mean, not all of them are good. Comparing Lolicon love <3 to a creepy mermaid that jumped on a boat and assaulted the figurehead with its cloaca was kind of a low.
