The concept is that on each square of the tic tac toe board, there is a tic tac toe board, hence the name. It is good for 18 players, whether its 9 teams of 2, 6 teams of 3, or 9v9, it is very strategically interesting.

Also, I need help on template making. I want it to be so there are 2 players in each board, each getting to pick 3 territories. Is this even possible?

Your distribution method is somewhat possible if you pre define where everyone starts, you can also limit pickings to only 2 territories per square. But limiting it to 2 players with 3 territories per square, that's not possible. It would have to be 2 territories and 2 players per square.

What's with the goofy bonus values? There is no possible way to increase your income, only decrease it. I guess you must just be a fan of Wargames... "the only way to win is by not playing"

In this example, players get +1 income per controlled territory (you can do it by setting base income at 0 and +1 army per territory)

Otherwise, as Richard mentioned your best option is to stay in a place.

To get big +10 bonus you also need to capture 8*(-2) bonuses, even if you give 1 army for one territory it become only +3 total, which become -4 when broken...
There are too many territories imo.

I might change the value of a box to 15. In a test game when the box value was 20, the first player to complete a box basically won.

Also, there is a way to control 2/3 of a box without getting 3 in a row.

How about giving the +10 bonus only for the centre square? Seeing as most people value the centre square the most in Tic Tac Toe anyway, might work?
