I honestly have no idea how someone can have such high boot rates. Recently I tried to create a fully functional alt (useful in ladders etc) while maintaining an enormously high boot rate; to achieve this, I would periodically join every RT/multi-day open game available and get booted turn 0... despite such extreme measures I was only able to keep a boot rate of 50%. A boot rate of over 60% is, simply, mind-blowing to me. I don't understand how people do it.
So, to those people whose skill at being an idiot surpasses mine: kudos to you.

Wow... what a discovery. Now we only need Fizzer to add new prerecusite of minimum boot rate. And the glorious High Boot´ rate Club can enjoy private games! To me every player over 10% of boot rate seems already weird. Thinking you get booted out of every 10th game - ? Like why? I wont even start with 20% or higher. Mine are all due to the my full of bad sectors hard drive that wants to freeze over time.

A friendly reminder that someone actually demanded the maximum boot percentage prerequesite to be removed. Just read the "Petition: Boots Expire" thread.
I can be in favour of boots expiring... after a few years. I recently had a run of a few days where almost everything bad that could happen did, and I got booted from a few of my games. Plus a few others with extremely short boot times that I just barely ran afoul of.
Valid boots, to be sure - I'm not excusing myself - but I would like my boot rate to go back down to zero at some point in the future. People's circumstances change, so recent (1-2yr) history is more important than lifetime history.
