2. The actions specified in part 1 of this article, committed with the use of mass media and (or) information and telecommunication networks (including network "Internet"), if these actions do not contain penal act, -
shall entail the imposition of an administrative fine on citizens in the amount from fifty thousand to hundred thousand roubles; on officials - from hundred thousand to two hundred thousand roubles; on legal persons - one million rubles or administrative suspension of activity for up to ninety days.
3. The actions specified in part 1 of this article committed by a foreign citizen or stateless person, if these actions do not contain penal act, -
shall entail the imposition of an administrative fine in the amount of four thousand to five thousand rubles with administrative expulsion from the Russian Federation or administrative arrest for up to fifteen days with administrative expulsion from the Russian Federation.
4. The actions specified in part 1 of this article committed by a foreign citizen or stateless person with the use of mass media and (or) information and telecommunication networks (including network "Internet"), if these actions do not contain penal act, -
shall entail the imposition of an administrative fine in the amount from fifty thousand to one hundred thousand rubles with administrative expulsion from the Russian Federation or administrative arrest for up to fifteen days with administrative expulsion from the Russian Federation.

Its very vague about what counts as "non-traditional" or what counts as a "distorted notion."

It does not ban talking about gays, you are free to talk about them amongst adults whilst in private and you can criticise gays in public or in front of children.

Whilst the law is absolute bollocks, it is not dissimilar to one that existed in the UK until 2003 and is not nearly as bad as the anti-gay laws in many other countries so I don't know why Russia gets all the abuse.
