there have been bugs with the coin wheel ads before
Fizzer claimed to have fixed some of them in the last update, but several people have reported to still have issues with the coin wheel

if you check the app settings, it should tell you the status of your coin wheel, what does it say there?

I had the same issue a year back or so. Resolved itself after 2-3 months..
