On Timid Lands DF 2v2,I cannot seem to play the Surveillance Card on the bonus for the 3 islands that have 0 income, "Best of the Rest".

Is this a bug or a feature?

This is a feature.

People used to (ab)use the card on maps with mega bonuses to basically view 80% of the map at once.

Game creators then started setting those bonuses to 0 so the boxed disappeared from the map, but people still selected it from the drop down list. So Fizzer excluded 0 income bonuses from there too.
