In this game, why is the base army not given?
For example, in the beginning, there are 3 territories, and each gives one army. So 3 armies. And the base army is 1, so total income should be 4. So why is the base army not counted in this game?

Armies/territory income is mutally exclusive with Base income.

That means you get armies/terr income only when it is more than base income, and once that happens you no longer get base income.
