Is there a way to get AI to transfer troops to your adjacent territory?

You could try blackmail.

Ask Fizzer to program the AI to give you armies.

Apart from joking, best way is to block all its expansion routes and get it to spend its armies on you.

AI will not transfer armies if it borders an enemy; neutrals count as enemies. If not, it will move armies to the closest enemy, if you are in the way, he will transfer. If AI borders big neutrals (in custom scenario), there are three ways how to force AI to give you troops:
1) Attack the territory it is transferring troops to before the armies are transferred.
2) blockade adjected territory with few troops, then next turn attack it before the AI attacks it.
3) gift adjected territory to enemy, then next turn attack it before the AI attacks it,
