The x1 IM on HEX is accessible @125% AP without phase 4, but Leg A$B, Rare SAC, x5 FC, clan request and good coordination are necessary.

@awaythro I see you're picking dig speed like I did. I had no choice but to pick that route, if you can avoid it, do so, it's horrible and you get around 1/4 of the expected value.

I only want enough so that I can get enough artifact bulk from digging to replace the rare that I used to get from grinding to 3200bp. Napkin math suggests six dig speedup boons will suffice at my current play speed, and I'm almost there now.

@ swchanghee I screwed up my first hex by going for the eastern sakha money cache before the central sakha army cache. Had to use a third IM on snow to save the run. Thus my second hex had 20% hospitals, but the score screen told me I saved 3.7T from hospitals while I had 1.2T armies left over so that didn't make a difference.

That qualifier out of the way you can indeed take hex on with only a legendary A$B and no tier 4 advancements. I use Ivan0's path but use a legendary SAC to start to avoid blowing a bunch of powers or relying on CRA, with about 200% camp improvements but that's overkill. I also didn't bother triple striking vyazempsky.

Something that might be an issue is you should be sure to capture Australia manually because you will need that money to buy mercs at the end.
