I'm not on Europe huge yet but sometimes the higher level recipes are in the bonus sections.

Found it. I'm on Hard Europe Huge, and assuming the locations are the same between normal and hard versions of levels, the erbium bar recipe is the reward for the Western Norway bonus.

just finished normal Europe Huge and confirm that Erbium is in Western Norway
