Hi. Can someone explain me what does this artifact do?

It increases the money you earn from bonuses by X%.

So the total amount of money you get from bonuses will be:

[base bonus income]*(1+[sum of tech modifiers]+[increase of artifact])

Yes. But what are these "bonuses".
Normal money income from territories?
Caches?

Territory income is seperate from bonus income. Caches give a 1 time boost and are not considered to be income.

A bonus is a group of territories. On Orbis Vereri (which i think is your current level), bonuses are indicated by the colored circles with numbers on them, see example below.
