yes, it will give 10x the remaining armies in the camp if you use a superpower inspire

and dont waste this superpower on low levels or on low graded mercenary camps.
save it for hardened europe huge or hardened triskelion.
superpowering the biggest camp can win you a level within a couple of minutes
